Indigeneship certificate is same as Certificate of origin, so it is not a new thing. Every Nigerian has one.

The only novel thing is that Lagos wants to digitize theirs and I don't see how that is different from the ones that are in paper form.

Indigenes of states is recognized by the constitution.

Section 147 (3j recognizes indigenes of states

Section 46 4 (b) 1 also differentiates between indigent citizens and citizens. Therefore recognizing indigenes as separate qualification from ordinary citizens.

The constitution under “definitions” in Part IV. Section 318 (1j also recognizes indigenes of a state as people whose grandparents were members of the community indigenous to that state. Not a member of a community in that state but a community indigenous to that state.

Under the constitution as defined in section 318, you are only recognized as “belonging” to a state if your grandparents are a member of an Indigenous community from that state.

An ibo man can never be an indigene of Lagos under the constitution no matter how long he is resident in Lagos.
Does this make someone from Osun, Ogun, Ekiti, Oyo and Ondo indigenes of Lagos State?

Yes o. Most people don’t know that the old Federal Capital in Lagos covered only the Island and minimal parts of the mainland, namely, Yaba, Ebute-Meta and Surulere.

Western Region started from Fadeyi/Mushin areas. There was in fact a Western Nigeria billboard around Fadeyi when I was younger. There was no expressway then, so we travelled to Ibadan through Ikorodu. Ikorodu road was in Western Region.

I do respect ethnic identities, but Lagos’ digital indigeneship policy risks systemic discrimination.

Non-indigenes own over half of Lagos’ real estate, drive the economy, and contribute to federal allocations meant for the state as a whole. Excluding them from access to benefits penalizes those who build and sustain the city.

Globally, countries like Dubai, Saudi Arabia, Malta, and Portugal recognize significant asset holders as bona fide residents — Lagos’ approach is backward, favoring ancestry over contribution.

Federal funds, diversity, and inclusive participation are what make cities thrive. Respecting ethnic identity culturally is fine, but tying economic and social rights to it undermines fairness, investment, and the city’s growth.
