It is wrong and illegal to drive with concealed number plates, simple.
Identifying yourself doesn't change the fact that you've committed an offense by driving without number plates. He should have been fined and the vehicle towed.

Nigeria is not a sane clime, it is a country technically at war and Yerima is a person of interest who was practically trailed yesterday by God-knows-who. It is not an official vehicle. For anyone to drive any vehicle, official or private, without plate number, you must have a permit from the police to do that.
