First, the safety of the riffle of any military personnel on duty, is always locked!

Second, the "mentally unstable man", could not have handled the riffle well enough to open fire and hit the soldier, without prior training on marksmanship.

My thought: the rifle of a military man is always on safety until engaged.

This story is not clear and incomplete.

Military guys prefer to die than you collecting riffle from them. Untrained person collected gun from a military man......how come?
Don't also forget that every rifle has "safety" and "rapid",....how come mentally unstable man knows how to fire rapidly? I surely know 100% that the military man would have locked the rifle to "safety" since it's checkpoint.
