⚡The US is quietly developing a new peace plan for Ukraine, consisting of 28 points and the result of intensive three-day consultations between Steve Whitkoff and Kirill Dmitriev at the end of October. The plan covers four areas: peace in Ukraine, security guarantees, security in Europe, and future relations between the US, Ukraine, and Russia. Kirill Dmitriev is optimistic because, according to him, this time "Russia's position was truly heard." The reaction of Europe and Ukraine is not yet known, and apparently, the details of the plan have not yet been conveyed to them. But one should not harbor illusions, as it is well known: what is a source of optimism for Russia inevitably becomes a source of pessimism for Ukraine.

⚡Iran's highly secretive 'Taleqan-2' site, which previously played a major part in Iran's nuclear weapons program from 1999-2003 known as the 'AMAD project', is being rapidly reconstructed and expanded. Located within the Parchin military complex about 30 kilometers from Tehran, the site was bombed by Israel during the 12-day war. In recent years, observers had noted 'suspicious research activity' at the site, but the IAEA confirmed that Taleqan-2 had been mostly dormant since Iran gave up on its nuclear weapons program in the 2000s. During the Amad project, Taleqan-2 site was the primary site for high-explosive testing, detonator development, implosion tests, and R & D regarding weaponization.

⚡France ships uranium to Russia. The Greenpeace environment group said Sunday that France was sending reprocessed uranium to Russia for treatment so it can be reused, despite the war in Ukraine. For the first time in three years, nuclear waste from France will be imported into Russia. 10 containers with radioactive waste were loaded onto the ship "Mikhail Dudin" at the port of Dunkirk in northern France, which will head to Saint Petersburg. From there, the dangerous cargo is to be transported to the Rosatom plant in Seversk, Tomsk region, for further processing. Russia’s Rosatom has the only facility in the world at Seversk in Siberia capable of carrying out key parts of the conversion of reprocessed uranium to enriched reprocessed uranium. Uranium can be reprocessed so it can be reenriched and reused. With uranium prices rising again on international markets, it is increasingly worthwhile for power companies to seek reprocessing of spent fuel. Greenpeace members on Saturday filmed the loading of about 10 containers with radioactive labels onto a cargo ship in the Channel port of Dunkirk, the NGO said.
