State police won't solve anything!
The system is highly compromised.
There are saboteurs in all these security agencies giving out information to these terrorists that's the bigger problem, not state police. Tell me how was the brigadier killed if someone didn't give out his location? Even if state police is created, it will still be sabotaged!
