The European draft — prepared by Britain, France and Germany — raises the proposed cap on Ukraine’s armed forces from 600,000 to 800,000 “in peacetime” and removes U.S. language implying some regions should be treated as “de facto Russian.”

Instead, it says any territorial negotiations must start from the current Line of Contact.
