If you arrest now because you have rescued 24, the remaining 10 could be killed. So it's tricky. A lot of wisdom is required.

you are not making any sense. Do you not know that if the the kidnappers are not punished they would continue kidnapping are you not aware that the kidnappers after returning the initial kidnapped victims from eruku returned to the area and kidnapped 10 people? They are waiting for government to come for another round of negotiation
