Most of the countries on the list such as Libya, Sudan, Afghanistan, etc are those America had gone with "gun-a blazing" in disguise of intervention but left them in ruins and today they are designated "Countries of Particular Concern". Surprisingly, "headless mobs" are demanding same for Nigeria.
