The law is real o. Aside from restricted government region, always use a land bought else someone else can take it if you abandon it. It is legal and 12 years is the minimum year occupancy without challenge to be claimed

If there's really anything like that it's just academics on paper and not implementable in reality no records of anyone in nigeria loosing their landed properties to total strangers after abandoning it for decades.
