All those lamenting this is simple. A body should give those responsible a period of time to creat a special unit with special training for highway checkpoints and monitoring (I think at some point mobile police was also doing that).

Military is to be used to protect territorial integrity and handling internal threats threatening the countries sovereignty and enforcement of marshal law (I think).

Even US has swat owned by police. Properly equip the right organisation and they will deliver
