At the very least Benue and Plateau may have a peaceful Christmas celebrations. It is about this time and at the turn of the year for two or three years consecutively that communities in those states have had to dig mass graves. But it doesn't have to take external coercion for a democratic government to deliver it's mandate. Governance is not all about money, revenues and projects.
