We don't run community boreholes in SW, at least it is not common like in Ezza North where I served, because here in SW, each house has it own well, pumping machine or personal boreholes. And for few houses that do not have, others who do do supply them water. SW is not a desert nor near a desert. How would you think such an environment will experience drought or lack of water.
