They are free to do it any where. Many of them sprang up like that in Kwara, plateau and Benue. And their governments did nothing but were instead crying about the menace of banditry and kidnapping as if they were not aware of those settlements. Any way their defenders say every Nigerian have a right to free movement

State governors should have their own forests guards, led by seasoned hunters, they should be with communication radio equipment, in conjunction with Nigerian Airforce to call for drone or air fighter support. We must have a well oiled and mobilised fighting force and route out these terrorists. Those forests guards will have bases and training grounds deep in forests of all states, so they will traverse the entire forests areas...if each state can mobilise 5000 men for a start, that is 60,000 forests guards across Nigeria, for a start...each state will employ it's indigenes in its territory but states can work together to share information or intelligence/resources to stop, fight, and dismantle terrorists kidnappers hiding deep in our forests, we must own and traverse every inch of our forests and territory.

Growing up, I had one uncle I considered quite useless. He used to tell stories about how the Igbos were killed during the war, and disturbingly, he always seemed to derive some satisfaction from recounting these tragic events — events he didn’t even witness firsthand.

On the other hand, I had another uncle, more educated and thoughtful. He often countered those narratives. He would say that those who conspired to kill Christians in Igbo land would one day regret their actions. According to him, a time would come when the very people they called friends would turn against them — dislodging them or even killing them to take over their land.

Unfortunately, both uncles are no longer alive, but their words still echo in my mind. Make no mistake about it, I m a Yoruba

These people are nomadic they build settlements everywhere. They herd and breed cattle so it makes sense that they live amongst their animals in the bush.
Nobody else is making use of these forest apart from local hunters.
