And unlike other sanctioned countries, Venezuela and Cuba are in the United States backyard. Cuba is even worse off because it's an island. So asking whether their presidents have "been good to the people" is always going to lead to unnecessary and avoidable arguments. |

Then since the countrymen wil just loot , hire expatriates with strict performance targets. In the case of oil there are so many retired western executives who successfully ran huge oil companies. Very many. Hire them on a salary and performance targets.. Get international auditors to audit the oil companies. Either Deloitte PwC (PricewaterhouseCoopers) EY (Ernst & Young) KPMG These companies cannot risk their reputation,they will do a good job. Hire the McKinseys and Bain to lay down the strategic organization of these govt owned companies Sit back and let the guys earn the country money .
