1. The Legal Hammer: Mandatory Death Penalty
​On December 23, 2025, following a decisive Senate session, the Terrorism (Prevention and Prohibition) Act was amended with a specific focus on "banditry" and "advocacy."

​Reclassification: Kidnapping, hostage-taking, and "banditry" are now legally classified as acts of terrorism.

​The Penalty: The amendment introduces a mandatory death penalty for anyone convicted of kidnapping or providing support to these groups.

​No Discretion: Crucially, the law removes "judicial discretion." If a court finds an individual guilty of terrorism or aiding it, the judge must prescribe the death penalty; there is no option for a fine or a life sentence.


​2. Criminalizing "Advocacy" and Support
​The current Ministry of Defence has specifically targeted the "soft power" that bandits use. The new legal framework and military policy now criminalize several forms of "advocacy":

​Informants and Enablers: The law now explicitly groups informants, financiers, and logistics enablers with the terrorists themselves. Providing a bandit group with food, fuel, or information is now a capital offense.

​Media and Narratives: General Musa has warned that individuals (including clerics or community leaders) who "advocate" for bandits by calling for peace deals or "understanding" their grievances are undermining national security.


​The "Peace Deal" Ban: General Musa has stated that the military will no longer honor or support any peace deals made by local communities or state governments. Anyone attempting to broker an unauthorized "resolution" with terrorists like Turji can now be investigated for "soliciting support for a proscribed organization."


​3. Why This Law Was Passed Now
​This law is a direct response to the tactical maneuvers of leaders like Bello Turji.
​Ending the "Survival Truce": Turji frequently releases videos seeking a "resolution" whenever he is under heavy military pressure. The new law makes it a crime for anyone to take his "peace offers" seriously or amplify them.


​Deterrence for Collaborators: By making the death penalty mandatory, the government aims to break the supply chain within local villages where some residents act as "eyes and ears" for the bandits.
