When God says "My name is in him" it only implies the Angel carries the presence and authority of God and it doesn't in any way implies the Angel carries his divinity.
There are several verses that implies God can not be seen, no one can see God and live.... this Angel of the lord was seen by many, so this Angel allows God to remain invisible and transcendent while still interacting directly with humanity through a visible being.
