This is what has been expected of China for a long time, especially for goods and cargo to/fro Venezuela.
Me thinks Xi is finally waking up.
It's zero use trying to abide by a "rules based order" when the one who drafted the said "rules" is also it's pre-eminent violator!
If the US is free to play Ludo in the Indo-Pacific then China and Co can play Whot in Venezuela - it's fair game, what is good for the goose should be good for the gander, the mosquito and even the ant!

Sea water is salty, can't grow anything.
Fresh water is what is used for farming.
I don't know if Iran has a large fresh water body to sustain commercial agriculture.
Fresh water are mostly river water. Ocean is salt water, Lake is mostly for fishing since is is not moving, so not good for human consumption nor do I think it is good for commercial farming.
