ignoring scams and scammers is what brought us to this present state.

The bank staff are already aware. They know i gave him my powerbank. They called him but he refused to return it and keep blocking every number that is been used to call him
The Bank know what to do to make him come out.
Like I said earlier, this your soft approach will not help you.

Document this incident to the nearest police station to the bank, so that the day you'll meet this old man again, the police is already aware and they'll do the needful.

An experienced HOP will put a lien on his account , block or flag it as the case may be. Let him go and call his lawyer.
He will sue the bank for placing an unlawful lien on his account and will recover against the bank. That is the Law in Nigeria today.

On the 28th of December, I went to Access bank to request for a new ATM card. While waiting for my turn, another customer, an elderly man of around 50years reached out to me saying i should help him out with my powerbank so he can power his phone and set his mobile app of which i obliged. I gave him the powerbank, when the bank staff was attending to me; the old man left the banking with my powerbank.

I quickly remember and raised alarm. His form was later sort out and his phone number was called. He picked and said he won't bring the powerbank. He ended up blocking the staff number. I requested they give me his number so i can trace him. They refuse and said it's against their policy.

The powerbank is very costly. Pls what can i do get my property
Report the incident to the police, they will get the information from the bank and get hold of the customer. Ur property was stolen by a customer of the bank In the bank premises.

N70k for 27,000 mah powerbank. Itel 20,000 mah goes for N20k or there about. Woooooow.
This particular is more expensive as it can charge laptop and other powerful devices.

Which sue?
He has a right to sue that an unlawful lien was placed on his account though. However, the bank has a reason to justify the lien too. The only problem being that they may not be willing to go the whole hog for the customer.
Getting the police involved will shorten the process and if he is brought to the bank to see the CCTV footage himself, the police will shakara him there and then and threaten to be a witness against him in court.

At the time the owner asked for his number, the bank faced absolute no risk in releasing the number to him.

Please avoid this advise, it is this ignore it attitude that encourage bad behaviour in nigeria. If you have the means and time, chase this case and he ll have to refund every penny you spent.

Go and meet the bank manager to report the case officially, you will certainly get results

I did that. They ask me to come on Tuesday been the next day. I did they called him with different numbers. He block their calls. So they said they will black list his account number.

That's not how banking operates. What happened is not connected to banking, it's outside the banking operating system. So the bank is not obligated to act. In banking, what do you call what happened?

I once worked in the bank.

The right thing was what the CSO did by calling the thief maybe he mistakenly took it, now that it has been established that he's a thief, the right thing is to use the law to access his KYC that is with the bank and track and arrest him, this time, he will be charged to the court, if he denied it, he has to produce the receipt of the power bank and the giver will produce his backed with CCtv footage. This is stealing by trick, I don't know the fine necessary for such.

Who says that is not how banking operates?

Will the HOP or superior officer not get hold of him if the OP were to be his sibling?

An experienced team will put a lien on his account with a narration that can protect the bank in case the idiot wants to prove nonsense. Something like " contact your original branch" or any other reason.

Are you saying because according to you it is out of banking operation, the CCTV footage is nonsense when the need arises?

Somebody that should be lured to the bank, a plain cloth police officer ushered into the Manager's office with him before being showed the footage.

What is risk to the bank in releasing the phone number?

But this is wrong and the bank is supposed to assist you in tracking that thief by either blocking his account or retrieving the equivalent funds of that power bank to the OP!
This will likely make it hard to help people in the future!

1. Obtain a Police Report (The "First Step")
The bank’s hands are tied until a legal authority gets involved. Go to the nearest police station to the bank branch and file a complaint for theft by trickery.

Explain that the bank has the suspect's identity and contact details but requires a formal police request to release them.

Get a signed Police Report or a Court Order to compel the bank to provide the suspect's information.

2. Engage the Bank’s Internal Security/CSO
Once you have the police report, don't just talk to the customer service desk. Ask to speak with the Branch Manager or the Chief Security Officer (CSO).

Present the police report.

Request that they place a "Post No Debit" (PND) or a temporary restriction on the man's account. While banks usually do this for financial fraud, some managers may be willing to restrict the account to "invite" the customer to the branch to resolve a "pending issue," at which point the police can be waiting.
