Shooting at helicopters is different from airplanes. Most ADs are optimized for airplanes and helis can easily bypass them by flying low or flying around mountains. When detected, the helicopters can just remain in hover position which makes them hard and sometimes impossible to zero on.

The script here is to use low flying helicopters to take out the ADs. Thereafter, the jets will be able to fly freely across the Venezuelan skies.

you use helos when you have suppressed air defense in a locale
anyone with an ancient rpg in the immediate vicinity can turn an helo into scrap metal
even if air defenses are neutralized
so if you're flying in and it's not a suicide mission, you have a high degree of confidence that there is no hostile with the ability to take you out
