He is not power drunk like humans so He takes His time to settle matters once for all time.

When the first couple decided to alienate themselves from Him God told them the consequences and how their descendants will suffer for their terrible decision and at the same time He promised to salvage the situation and end all badness but it must be a gradual process so that billions of humans may learn never to think of repeating what Adam and Eve did.
