A Shepherd as Jesus Christ described Himself carries all the five fold offices but will rather operate in shepherding office in order for other to operate in theirs because he understands the importance of working as a body.

A shepherd, pastor oversee the church and pastors over everything including the prophet, evangelist, teacher and apostles.

He may even be a small boy yet the office is the mantles he carried.

When a prophet failed to do his work, pastor will do it.
When Evangelist failed to evangelised, pastor will do it.
When a teacher failed to teach, pastor will do it.
