Many people will be affected, but not the high class Nigerians and corrupt politicians.
Politicians who bought APC tickets for $100,000 would see this 15k as nothing.

Kinda reasonable...but i thought the bond must be paid into US before visa issuance..after interview.
It must be available handy before application.
Then the bond refunded only if the holder returns before expiry or other legit conditions.
Any violation forfeits the money.

So for the loan..the pressure is on the 3rd party lender to follow up with borrower.(If necessary)
The bank will most likely issue a promissory note or a post-dated cheque/bank draft etc to the traveler to submit to the embassy. It will only become money for the embassy if the traveler fails to retrieve the instrument upon return.

But the money is refundable, the deposit ranges from 5K, 10K or 15K depending on your travel experience or visa officer discretion and is refunded if the person return back to his country after the visit,fair enough that is to discourage illegal migration and visa overstay.
And one must enter and exit from 3 airports only on a 3-month validity and single entry pass. This is enough humiliation to provoke as the Iranians are doing now.

I dont think embassy will take such risk from a 'country of particular concern' leading to the new restrictions. Post dated cheque can bounce later (leading to a new format)
