The Congress have the exclusive rights to sanction a large scale military operation, like invasion and so on, Trump can used the military apparatus for small scale operations..it all technicalities.. for example Trump was only enforcing a arrest warrant as Maduro has already been indicted in the US.

It a mere symbolic action, I think the Senate also pass one during his first tenure.
