Diplomatic passports or diplomatic visas. Having a diplomatic passport doesn't grant you an unfettered access to any country.

They aren't focused on the US but France. There are lots of them there. Still they aren't a nuisance in France, if you see a nuisance abroad check well it may be a Nigerian who managed to get a Benin passport.
