America doesn't have any tangible thing to export to Europe or other nations even the American flag is produced in China. The only tangible thing they produce is weapons and they don't export it as a whole even when they sell it.

Tariffs are not paid by the exporter but by the importer and adds it to the selling price at last, the only effects to they exporter is lower quantity sold in the importing country. That's why America dare not place tariffs on agricultural produce.
