Governor Ododo Accelerates Kogi Airport, Lokoja Market Projects, Engages Financial Institutions

The Kogi State Government has announced plans to issue a ₦50 billion Sukuk bond to finance the construction of a Kogi State International Airport and the Lokoja International Market, two projects described as transformational and critical to the state’s economic development.

Governor Ahmed Ododo disclosed this during a meeting with investors, representatives of the Nigerian capital market, fund managers, issuing houses, regulators and development finance institutions in Abuja.

Speaking through the Commissioner for Finance, Budget and Economic Planning, Asiwaju Ashiru Idris, the governor said the decision to approach the capital market was driven by strategic ambition rather than fiscal distress.
“Permit me to be very specific on the purpose of the proposed ₦50 billion Sukuk bond. The bond is strictly asset-backed and dedicated to financing two transformational infrastructure projects of strategic economic importance to Kogi State—the development of the Kogi State International Airport and the completion of the Lokoja International Market,” he said.

Ododo explained that the proposed international airport is designed to unlock logistics efficiency, attract private investment, support agro-exports, facilitate business travel and position Kogi State as a natural hub linking Nigeria’s North, South, East and West.
He added that the Lokoja International Market, when completed, would serve as a major commercial nerve centre by formalising trade, boosting internally generated revenue, creating thousands of jobs and strengthening urban economic activity.
The governor stressed that the state operates under a 32-year development plan, which provides long-term direction, policy continuity and predictability in capital deployment, adding that the plan guides its budgeting, borrowing and project execution framework.
On the viability of the bond, Ododo reaffirmed his administration’s commitment to fiscal discipline and governance reforms, noting that these efforts have received independent validation.
“Kogi State has been assigned a ‘B’ rating with a stable outlook by Fitch Ratings, reflecting improved financial management, a prudent debt posture and a strengthening capacity to meet debt service obligations,” he said.

He also noted that beyond internally generated revenue and federal allocations, Kogi State now benefits from 13 per cent derivation revenue as an oil-producing state.

Assuring investors, the governor said both projects are tangible, revenue-supporting assets fully aligned with Sukuk principles.
“The proceeds will not be applied to recurrent expenditure, but to infrastructure that expands productivity, stimulates commerce and strengthens the state’s long-term repayment capacity,” he said.
Also speaking, a member of the advisory team and Managing Director of AVA Capital Group, Kayode Fadahunsi, expressed confidence in the offer, describing it as a “textbook infrastructure Sukuk.”
“These are revenue-generating projects that can literally pay themselves down. This is not borrowing for consumption but for assets that will expand Kogi State’s internally generated revenue,” he said.

The Sukuk, structured as a senior unsecured Ijara Sukuk, will be issued at ₦1,000 per unit, with a programme size of ₦50 billion and a tenure of between five and seven years. Distribution will be through book-building to optimise rental rates, with a minimum subscription of ₦5 million.

The same thing is happening in my state . Adeleke is thinking of building an Airport when the road to my local government from IWO hasn't seen asphalt since Bisi Akande's time.

Sometimes, i don't understand the thought process some of our governors especially those who prioritise Airport building in non - economic viable state.

Kogi should just construct a rail from Lokoja to Lokogoma or anywhere in Abuja Municipal

Lokoja to Abuja is 3 hours by road. Let the Rail half that period, and watch Lokoja become a top city in Nigeria

In comparison to the last election cycle, keeping PDP in shambles benefits both ADC and APC right now. It is a free for all right now and as it stands, Atiku/ ADC have a better grip of the party than Wike who is struggling to have his men in top positions. With Atiku’s men holding sway, irrespective of the court orders, it would be easier for PDP to collapse its support and structures for ADC/ PDP than for Wike/ APC.

I’d be shocked if PDP even present a presidential candidate. Truthfully, this cycle is different. If Atiku and the rest were still in PDP then maybe. Keep in mind, 5 out of the 6 remaining PDP governors are all from the North (NE/NC/NW) with Makinde being the only Southerner. These 6 governors have fought Wike to reclaim control of the party and are all allies of Atiku.

PDP is looking like LP of the last election cycle. Wike’s control has dwindled significantly and that is what he is calculating. Further destroying the PDP doesn’t exactly do much because everyone is feeding on them now. Fubara joining APC has thrown a wrench and made things difficult. The likes of Fayose are Wike’s allies but they have lost relevance in the grand scheme of things, especially in the party.

Last year, I believe I said when the time comes, Asiwaju will make his position clearer on Rivers State post SOE and that is what we are seeing now.

There is no Nigerian that doesnt know what PDP is. Its a household name.

In many states ADC do not have state coordinators, do not have LGA nor ward structure, PDP has all these just waiting to be activated. In addition to 6 governors

If ADC has a 30% chance of winning in 2027, If PDP issue gets resolved that probability jumps to 50% instantly. That only person stopping that issue from being resolved is Wike.

With Tinubu being the beneficiary of a scattered PDP. You both alluded to it, If PDP matter resolves within 1month everyone in ADC will be in PDP because they know its a better vehicle

Oil giant Shell Companies in Nigeria on Thursday announced plans to invest US$20 billion in the Bonga South West oil project.

NNPCL Group Chief Executive Officer Bashir Bayo Ojulari disclosed this while speaking with State House correspondents after President Bola Tinubu received in audience Shell Companies CEO Wael Sawan at the Presidential Villa, Abuja.

The NNPCL boss said the US$20 billion investment would have a ripple effect on the economy, creating jobs and resuscitating moribund fabrication yards.

Chief Ojulari said the economic climate established by President Tinubu’s administration had restored investor confidence.

He added: “I think what this has shown is that we’re seeing more confidence in Nigeria’s economy from investors. Mr President has also committed to continuing to explore opportunities as they arise, ensuring Nigeria’s investment environment—particularly in the oil and gas industry—remains dynamic.”

He continued: “Shell also committed to the President to pursue another US$20 billion in opportunities over the next couple of years. They indicated that their ability to do this—and to attract global capital amid fierce competition—stems from the confidence they have in the leadership Mr President has demonstrated.
