I think the fear of non state actors attacking the traders may be reason why the traders chose to obey the order. Not like they also don't like making money on mondays

For now, we cannot ascertain if truly the violence is rampant, or it's just an issue of perception.

Another point is that if people know that the larger cities are safe and do not observe sit at home, the smaller ones can then dispel that fear.

If a market like Onitsha isn't observing it, smaller towns and cities won't.

Maybe that's what he is trying to achieve
