There's nothing wrong with building a playground first in a school project. Street lights are finishings for a road project not part of the road

The project owner is meant and allowed to inspect periodically, so nothing wrong in visiting.
On your question of hospital being put to use, yes, it can be put to use before completion of full facility.
I bet you have not been to the premises of a state hospital or fed hospital, project can continue side by side without affecting the other.
If the state or nation should have a medical crisis like COVID or Ebola, a completed hospital building can be put to use with staff, you can't put the mortuary to use.
Scale of preference and priority are not just English words in mgt, they are words that are relevant to efficient management.
Just because the contractor is a foreigner or big company doesn't make his decision right in respect to this subject

Mortuary is not hospital. Living people receive treatment in the hospital while dead human beings are kept in the mortuary. With common sense given to you free of charge, should we prioritise space for the dead over space to treat people? The governor even said that the pace of work is slow

Do you need to be a contractor to know what you need first? Hehe! You make your priorities known to the contractor and he listens to you, not the other way round.

The contractors are professionals and know their job, and that's why the governor hired them. If the project had been completed before his visit, would he have known that mortuary was built first?

You should have even queried the governor now, that what was he looking for at the project site when the work hasn't been completed. Just listen to yourself, you would give contracts out and wait in your house till the report is back that the project is concluded?

When has mortuary become a must that hospital can't function unless it is built? How many hospitals in Nigeria have mortuary? Private mortuaries even exist without hospital

In the programme of work for the building of a hospital. The mortuary is not among the first line items. It should actually come just before the septic tank/soak away pit, that's at the tail end of the project. Or if you ask an engineer to build a house for you and he starts with the soak away, would you consider it as normal since soakaway is still part of the building ?

you are only foaming, he’s a professional, let him do his job. If he likes he can start from soak away, he may want to use the sand to fill the foundation. There’s a time frame for the work, and he’s still on site. You Africa are just wired badly, you all wanted to live forever so you can continue with your dirty life, sorry the live expectancy limit is 54, so better let him start with that mortuary.

Not the most important part of the hospital. Can't be more important than the main hospital. There may not even be immediate fund for the construction of mortuary. The relatives of the deceased patient can always leave with their person to burial ground or private mortuary

The whole hospital would eventually be completed. Would he have done a good job building s hospital without the mortuary section?

This is not about fear of death, hospital is to save life.Try start from important section first.

..is like you are building a house and you first start to first build a soak away...the first thing in building a house is the foundation of the house...building soak away will later come in a later stage not at the initial stage..so first building mountary was wrong ..they are other important departments to build
