If you watched the video, observe how he
kept twitching almost like dancing, that is a sign of serious mental illness, and you would also notice the lack of personnel or weapons, for someone who is trying to inspire terror that is very very odd.

Whoever that person is, that person is not feeling well and is definitely incapable of arousing fear in anybody. Definitely not a commandant of anything.
