It is outlaw obey it or get lock up its simple. Up to them to choose which they want. Obey the outlaw order or go to jail. When you chase a goat to the wall the animal will turns back and bite you. They have pushed the SW people to the wall and whoever refused to obey the law will pay for it in jail. Being nice is not a crime but some people have made it a crime for SW people.
