If you feel it's about whose pocket is larger, do you know how easy it is to join forces with other country state actors to out spend Nigeria?
You simply broker them a deal they can't refuse and since it's money they'll give you. Even China will be willing to dole out money once you can give them good control of some of the economic assets in the country in the end.
