Those were made from China. If you are doing millions of copies of it, search online for key holders manufacturers in China and engage them. You will get a great deal. They only need a sample of the one you want and your real artwork.

They too will other the holders from China and put your artwork in it or they may send it to China too for Chinese to do it.

China can manufacture such at scale so it’s cheaper to do it from there.

China is your best bet. You can even get it on AliExpress and Temu if you search for heart shaped key chain.
