Can the US get a loan whose interests can not be paid by the total of it's budget? No. No matter how big your GDP, you can not use it to directly borrow, you can't borrow against it, you can only borrow against revenue. If your tax to GDP is very high then your debt can be as big as your GDP.
Loans are taken against GDP not revenue
That's why debt- to-GDP is a metric used to measure a country's fiscal stability
