Take the war between Israel and Iran as a case study, Iranians are firing missiles aimlessly towards Israeli civilians while isreal will warn civilians to evacuate a specific target before firing missiles at iran. That isn't the answer to my question.....all what you're saying is by the way.

The main question remains the same......set out to do something and even if one was in control of the situation at some point in time the ultimate victory is achieving one's aim.....as far as Taliban are still in charge after the attempt to oust them then it can't be declared as a victory regardless of all those "by the way" you're talking about.
