DC Jos na like room and parlor, everybody knows everybody, or knows somebody that knows somebody. It's a big town, but everything is centralized, all the chilling spots, hotels, etc, are in one area, so if you are looking for someone you are sure will be at a chilling spot, you just need to enter rayfield and move around all the chilling spots there.

I assure you, if the guy had run to another local government, eg, Kanke, Wase, etc, he will still be a free man, but he won't enjoy the money the way he wants there.
