IGP Disu Presents State Police Framework To Deputy Senate President by Putindbutt(op):
The Inspector General of Police, Olatunji Disu, has submitted a framework for the establishment of State Police to the Deputy President of the Senate, Senator Barau Jibrin, as part of efforts to decentralise policing in Nigeria.

According to a statement by Ismail Mudashir, the Special Adviser on media and publicity to the Deputy President of the Senate on Thursday, the 75-page report, titled “A comprehensive framework for the establishment, governance and coordination of Federal and State Police,” was presented to Jibrin at his office in the National Assembly by Professor Olu Ogunsakin, chairman of the Nigeria Police Force committee set up to examine the modalities for instituting State Police.

Disu said the report “covers the considered views, professional insights and strategic recommendations of the Force, derived from extensive consultations and a careful assessment of the operational, legal and administrative implications of instituting State Police in Nigeria.

“It is our expectation that the contents of this report will meaningfully contribute to ongoing deliberations and assist in shaping informed, balanced, and pragmatic decisions on this critical aspect of national security architecture.”

According to the statement, the IGP emphasised that the framework was forwarded to the Chairman and the Committee on the Review of the 1999 Constitution “as the Nigeria Police Force’s input on the subject matter.”

Responding, Senator Jibrin commended the IGP for his proactive approach.

“The Deputy President of the Senate commended the IGP for his proactiveness on the establishment of the state police in line with President Bola Ahmed Tinubu’s agenda to fully secure the country,” the statement read.

He assured that the Senate Committee on the Review of the 1999 Constitution “will look at the framework, along with all other memos submitted to it, for the review of the country’s grundnorm.”

The framework is expected to provide guidance on the proposed modus operandi, governance, and coordination of State Police, marking a major step in ongoing discussions to restructure Nigeria’s policing system.


PUNCH Online reports that earlier in March, Inspector‑General of Police Olatunji Rilwan Disu inaugurated an eight‑member committee to oversee the implementation of State Police in Nigeria.

The committee was tasked with developing operational guidelines and frameworks for devolved policing, including governance, coordination with the Federal Police, and compliance with legal requirements.

The initiative follows President Bola Ahmed Tinubu’s confirmation that plans to establish State Police are ongoing. The president said the plans “will not be postponed” and called for calm, urging cooperation from stakeholders and citizens.

State police has an overwhelming support among the states of the country both the south and the north. It will sail through a constitutional amendment with ease. Strangely however, the only two states known to be against state police are; Sokoto state where fulani herdsmen originate from and are spreading to other parts of country and Borno state where Boko Haram originates from and are spreading from there as well.

Since the electricity bill was signed into law two years ago, since power has been decentralized, how many state Governors have began the implentation?. How many states have began generating and distributing power?. Yet you see them boasting of huge allocations.

The only worry is ignorant folks and bitter losers who are still blaming the minister of power and calling out the President as if they didn't know every state can now generate its own power.

How are we sure they're ready to fund state police under them?. How are we sure they want to spend these fat allocations they receive on anything else apart from themselves?.

How many of them have allowed Local Government direct access to their allocations despite the Supreme Court judgement on Local Government autonomy?.

These Governors dey fall hand seriously.

Anybody of voting age in Nigeria born of a woman who doesn’t register to vote, and doesn’t vote in the 2027 election, is a disgrace! I don talk my own. I don't care who you vote for, you give up your right to democracy (including protest and government criticism) if you don't vote.

Protest means "I didn't vote for this" or "I voted for this but got something different". What is a non-voter protesting or criticizing for?

If you like listen to government agents who are trying to discourage you from voting (by telling you there's no alternative, it's dangerous out there, they will rig it, they're all the same) so that their candidate will win.

State policing will make policing competitive among states. I believe every state will want to have the best police in the country thereby reducing crime

State police won't work in Nigeria.

No state has the resources to fund state police when even the government is struggling to find money for Nigeria police.

If you want a working state police, you need funds for jails , stations, communications equipment, forensic services, extensive records system, more judges , more lawyers for prosecution service, more detention facilities for juvenile prisoners , drones, armoured cars, helicopters, training facilities and I mean modern training facilities, not secandary school type buildings, all that would cost more money than Lagos spends and has in a year for one state.

I know I would be abused and called all sorts of names, but I also ask anyone reading this to watch police body cam videos on YouTube, and ask yourself if your state can provide the kind of stuff that local American city police has.

If we are setting up state police only to have them be blown away by bandits and armed thugs that have military grade weapons , then what is the use of state police.? To send more young men and women to Gehenna for nothing?

Let's not let APC deceive us with state police talk. As it stands e no go work. Not today, not tomorrow.

I haven't even mentioned the issues with tribalism, religion issues and politicians misusing them self

I’m sure Tinubu will remove it in his second term, he won’t just do it in this first term because of the fuel subsidy one.

If I borrow $5bn from the bank to generate and transmit electricity for instance, if you’re telling me this consumer need to pay x price and that government will reimburse me. Same government wey still owe like trillions to people in the industry, no sane person go wan put body for that kind thing.

So I won’t blame the governors for now.

That will be dependent on the respective states and how much they can budget to equip their police force.

Maiduguri might choose to invest more in anti-terrorists gadgets and combat mission compared to Lagos that will focus more on city police and cams.

This has been out in the open for months and we've had near total silence from governors and opposition. When it's all finished, they'd come out and wail about how Tinubu has finished them and put everything in his pocket.

you are right, most governors are simply clueless. In regards to electricity, I thought by now some state, most especially those from south South should by now be self- sufficient and be extending to their neighboring states.

But if Nigeria breaks up, policing will work in each new country?. Say what you are afraid of which is that state police can be used to break up the country but what are you benefitting from the unity of the country?

Ideally any government tier should be able to have a security department and private security companies should be able to bear high calibre weapons. An estate should be able to employ well armed security. That is just common sense

Regional policing is better. State police will not work, because we are not politically mature for it. Just imagine handing over policing powers to Edo State governor who threatened Peter Obi and said his security would not be guaranteed.

The government should be careful so they don't create another problem while solving one.

Under the new law, power generation has been broken down into units such that an individual can generate power, a company can generate its own power, an industrial cluster or estate can generate their own power and can even sell excess to communities. That has made it less capital extensive whereby one or two investors spend huge funds generating power for the whole state as we have it now.

Currently we have 10 Discos and 13 Gencos generating and distributing power to 200 million people in the whole 36 states. Whereas a state can attract as many investors they could to provide power in the state. A state can be divided into zones or clusters where each investors can handle for easy operation.

A local government can be divided into three or four clusters and each investor can be in charge of each cluster and supply them power.

Good, I hope the sleeping self absorbed governors will wake up and do the needful, put resources aside for state police implementation, work with the senate, house of representatives and state parliamentarians and give their people the much needed security.
