You are the one not clear here because that guy's message is a bundle of contractions. He said that it's a risk having USA and NATO based around you and that was exactly what Russia prevented by going on the war with Ukraine. That means he was supposed to stand by Russia reasons for the war. Which is no to NATO base in Ukraine which makes it easier to attack Russia.
