I didn't receive anything.

How come I have never seen or heard anyone in real life that got this money. Be it rural or urban. I have never heard anyone, yet government has statistics. Will it not better to publish the list ?

The Nigerian government is truly evil.
Go out to the streets and ask people whether they have received any money from the government, or if they know anyone who has. You will find that most have not even heard that the government was disbursing funds.
So abeg ba who and who dem disburse money to?

According to Google search the average person has a close relationship with up to 25 people. And this will certainly cut across the wealth demographic meaning a number will be people of modest means and eligible for this stipend.
