A ceasefire is a form of an end to a war. Also exchange of messages in regards to ending the war is a form of negotiation. There is no hard rule on how negotiations are done. The Minister even stated their demands...that's what's done during negotiations. They should stop playing with words. Trump always wins when his opponents are not being sincere.
