Speaking softly or hardly doesn't change anything, it is the action that really matters. Did bush speaking softly or hard change the fact that his administration invaded Afghanistan or Did it affect Obama's administration invasion of Libya?

In their request, Iran refused to add Uranium enrichement. This means they are giving up on it.
