Laughable. A Government estate should've been more empathetic than private a owned estate but the reverse is the case here.

Suspend the permit for now due to the hardship and epileptic power situation in the country.

Is it standard practice all over the world also to go days, weeks and sometimes months without power? All over the world solar power is optional, its for emergency situations, special situations like living off grid or to lower energy costs. In Nigeria its a necessity for living and doing business.

But Govt no longer owns it, if it has been bought and handed over to the owner.

If it's in Govt-owned estates, it's understandable but if the residents have paid in full for the flats then it no longer applies.

This statement says the man didn't understand the regulation handed over in the indemnities when the flat was purchased. It therefore means, in this particular case, the house has been bought and fully handed over. So govt can't regulate what he wants to do in his property any longer.
