This is no excuse. State police can be regulated by Abuja. There must be rules of engagement. If a governor misuses it, Abuja will take over - the same way that Central Bank takes over banks when they are found wanting - until the governor leaves office.

Stop writing bullcrap. If the national assembly makes new laws, any governor who doesn't like it should resign. Even the senate has statutory powers to take over state assemblies.
