The Delta State Police Command has arrested and transferred an Assistant Superintendent of Police (ASP), Nuhu Usman, to Abuja for disciplinary action over the extrajudicial killing of a 28-year-old suspect, Mene Ogidi, in Effurun, Delta State.

Ogidi was reportedly apprehended while attempting to waybill a parcel containing a Beretta pistol loaded with four rounds of ammunition before the fatal incident occurred.

In a statement issued on Tuesday, the Police Public Relations Officer in the state, SP Bright Edafe, confirmed the development, noting that the officer responsible has been moved to the Force Headquarters to face disciplinary proceedings.

“The officer responsible has been transferred to Force Headquarters, Abuja, where he will appear before the Force Disciplinary Committee, currently in session, for immediate disciplinary sanction and prosecution,” he said.

According to the Command, the incident occurred on April 26, 2026, after operatives attached to the Effurun Area Command received credible intelligence from members of the public about the suspect.

Police operatives were subsequently deployed to the scene to take the suspect into custody. However, ASP Nuhu Usman, who led the team, allegedly acted in violation of established police rules.

The statement read, “Police operatives were promptly deployed to the scene to take the suspect into custody. However, the police officer leading the team, ASP Nuhu Usman, in clear violation of Force Order 237 and the Standard Operating Procedure of the Nigeria Police Force, discharged his firearm, leading to the death of the suspect."

According to the statement, upon receiving the report of the incident, the Commissioner of Police in Delta State immediately ordered the arrest of the officer.

The Command further disclosed that the officer has since been formally queried and subsequently transferred to Abuja for further action.

Reiterating its stance, the Delta State Police Command emphasized its commitment to professionalism, accountability, and respect for human rights.

Meanwhile, the Commissioner of Police, CP Yemi Oyeniyi, condemned the killing in strong terms and extended condolences to the family of the deceased.

He assured the “bereaved family that the Command is fully committed to ensuring that justice is served".

The police boss also appealed to the public to remain calm, assuring that all necessary steps are being taken to ensure justice is delivered.

Earlier, SaharaReporters reported that an operative of the Nigeria Police Force attached to the Effurum Area Command in Delta State had shot and killed a yet-to-be-identified young man in broad daylight, despite his hands being tied behind his back and his repeated pleas for mercy.

The disturbing incident, which has stirred widespread condemnation, was captured in a video shared by Inside_Delta on Instagram and seen by SaharaReporters.

The footage shows the helpless young man crying and begging the officers to spare his life, promising to cooperate fully and reveal whatever information they required.

In the video, the victim is heard pleading desperately: “Officer, I beg, I will tell you everything. It was my friend that deceived me.”

Despite his pleas, one of the officers shot him in the leg at close range.

The young man, writhing in pain, continued to beg for his life, insisting on his innocence and offering to lead the officers to any location or person who could clarify the situation.

“I will carry you go the place. I don’t know anything concern it,” he cried repeatedly. “Officer, I beg… Officer, please… Officer, I don’t know.”

Eyewitnesses at the scene watched in horror as the officers ignored his cries.

Moments later, he was shot again at close range while still restrained and defenceless, killing him.

Very good! Though we know it’s just for optics. That guy was a renowned criminal and has been arrested severally in the past, but he should have been charged to court as usual even though we know that the fraudulent system would still let him off. Most criminals know this and are so emboldened.

Even if the suspect was any of those things, we cannot live in a society where policemen are judge and executioners at the same time. That is a recipe for disaster.

Fresh allegations of police brutality have surfaced against Assistant Superintendent of Police (ASP) Usman Nuhu, whose arrest over the alleged extrajudicial killing of a young man identified as Oghenemine in Delta State has already sparked outrage.

A woman identified as Ozima Paris Ekeh, has now publicly accused the officer and his team of assault, harassment, sexual intimidation and extortion, adding to growing concerns about a pattern of abuse linked to the same unit.

In a detailed account shared on social media, Ekeh described a disturbing encounter she said occurred in 2023 when she was intercepted while riding on a commercial motorcycle.

According to her, ASP Nuhu and members of his squad stopped the bike amid traffic, ordered both her and the rider to dismount, and immediately subjected them to aggression.

She alleged that the officer singled her out, striking her multiple times with his gun without provocation.

“He hit me and dragged the bike man down. He asked me to enter their shuttle bus,” she recounted.

Ekeh further claimed that as she approached the vehicle, the officer continued the assault while making inappropriate comments about her body.

She alleged that he mocked her and physically violated her, describing the conduct as humiliating and dehumanising.

Inside the police vehicle, the situation reportedly escalated. Ekeh said she was threatened with death and warned that nothing would happen if the officers decided to kill her. The threats, she said, left her terrified and convinced that her life was in immediate danger.

“I thought they might kill me or even rape me,” she stated, alleging that one of the men in the vehicle warned her to cooperate if she had money, suggesting she could be sexually assaulted if she refused.

According to her, the officers demanded ₦50,000, insisting she must pay or face further consequences. When she initially questioned the basis of the demand, she said she was threatened with being taken to a police station where she would be “dealt with.”

Ekeh said she eventually agreed to pay under duress. She was reportedly escorted by one of the officers, dressed in mufti, to a nearby Point of Sale (POS) location where she withdrew the money and handed it over to them.

She added that despite complying with their demands, she was left traumatised by the experience, stating that she cried throughout the ordeal and later expressed hope that justice would catch up with the perpetrators.

Her account comes in the wake of heightened scrutiny on ASP Nuhu following his reported arrest over the killing of Oghenemine, an incident that has triggered public anger and renewed debate about police accountability in Nigeria.

While details surrounding the killing remain under investigation, Ekeh’s testimony is the latest in a series of claims suggesting a broader pattern of misconduct, including extortion, excessive use of force, and gender-based abuse by officers.

International Group 'Lawyers Without Borders' Criticises Nigerian Police Over Extrajudicial Killing Of Delta Suspect, Demands Trial Of ASP Usman

An International human rights organisation, Avocats Sans Frontières France (Lawyers Without Borders) has called on the Nigerian authorities to ensure absolute transparency in the investigation and swift public prosecution of ASP Nuhu Usman for the alleged summary execution of a 28-year-old suspect, Mene Ogidi, in Delta State.

In a statement released on Wednesday, signed by its Country Director, Angela Uwandu-Uzoma-Iwuchukwu, the human rights body condemned the killing, which occurred on April 26, 2026, in the Effurun area of the state.

The group described the act as a "total collapse of due process" and a blatant breach of the fundamental Right to Life guaranteed by the Nigerian Constitution.

The group’s intervention follows the circulation of a disturbing video on social media showing the victim with his hands and legs tied — posing no imminent threat —before he was allegedly gunned down by ASP Usman, an officer attached to the Effurun Area Command.

ASF France noted that the execution violated Police Force Order 237, which strictly limits the use of firearms to extreme situations where there is an imminent threat of death or serious injury.

The statement partly read: "The summary execution of Mene Ogidi represents a total collapse of due process and a blatant breach of the fundamental Right to Life guaranteed by Section 33 of the Constitution of the Federal Republic of Nigeria. It further violates the principle of Presumption of Innocence under Section 36, which states unequivocally that every citizen is innocent until proven guilty by a court of competent jurisdictio

"The killing of a suspect in this manner is a direct violation of the rules of engagement and is contrary to Nigeria Police Force Order 237, an internal regulation which strictly limits the use of firearms to extreme situations where there is an imminent threat of death or serious injury. As seen in the video circulating on social media, the victim had his hands and legs tied, posing no imminent threat to anyone."

While acknowledging the initial arrest of the officer involved, the Country Director, insisted that a mere arrest is insufficient to satisfy the demands of justice.

"ASF France acknowledges the recent report that the Nigeria Police Force has taken the initial step of arresting the officer involved. While we welcome this development, we emphasize that arrest is merely the first step toward the accountability required to satisfy the demands of justice."

The organisation has laid out three non-negotiable demands to the Nigerian Authorities: "A swift and impartial investigation into the full circumstances surrounding the shooting.

"Moving beyond internal disciplinary measures to a formal prosecution in a court of law to ensure the culprit faces the full weight of the law. A clear path to justice and support for the grieving family of Mene Ogidi."

ASF France reminded the Nigerian government that such extrajudicial killings violate Article 4 of the African Charter on Human and Peoples’ Rights and Article 6 of the International Covenant on Civil and Political Rights (ICCPR), both of which prohibit the arbitrary deprivation of life by state actors.

"The role of law enforcement is to apprehend and bring suspects before the law, not to act as judge, jury, and executioner," the group stated, warning that such acts "erode public trust and destabilize the foundation of a democratic society."

The human rights body vowed to monitor the legal proceedings closely to ensure that the case does not end in the "usual impunity" associated with police brutality in Nigeria.
