He is pragmatic and will usually do what he needs to, to sort out a problem.

Your logical example is exact blunder he committed, he thought his predecessors were incompetents on how they addressed issues during their period as Presidents of UX, he came to power and destroying legacies of past leaders building isolative policy which he describe as protectionism (America First) while losing senses of the consequences that will follow his actions.
