Some companies give Intl students non-collateralized loans, banking on their future salaries in the their country of study. You don't touch the money, the company disburses it directly to the school. If you fail to pay, it will affect your credit score, and damage your financial standing in the country so you just have to pay once you start working.

Yes, it’s true. Although they started it recently like few months ago.

Now they go to boot camp, finish, but without citizenship against the normal protocol. It’s on pause but after a while when Trump give them the go ahead, they might restart it.

What you said initially is that they are not accepting filing so stop changing the narrative. A relative of mine just got his work permit last month.
