Tinfoil:In this case, context matters. Kenya had/has plans to build a crude oil pipeline to South Sudan and eventually a refinery through the lapsset project which included a new sea port in Lamu. Pic provided for illustration. Then Uganda discovered oil. Kenya proposed Uganda to build a pipeline through Kenya on the same corridor where the Pipeline to South Sudan would pass. But at the time Kenya had an alshabaab problem and Lamu port was still a project on paper. Uganda chose to build there crude pipeline through Tanzania to Tanga port because Tanga was already a functioning port and there was no insecurity along the corridor. Tz also agreed to charge Uganda something like $12 for every barrel transported while Kenya was proposing like $16. This was embarrassing for Kenya having lost the pipeline deal. So when proposal for an oil refinery started floating and Dangote was willing to invest. A discussion happened between Museveni, Dangote and Ruto... Kenya not wanting to upset Museveni, proposed the Refinery be built in Tanga, Tanzania where the crude oil pipeline will be terminating since Museveni had already chosen Tanga as the preferred port of exit. When Tanzania heard about this from the news, their president publicly said she was not consulted instead of quickly jumping on the idea. https://www.aljazeera.com/economy/2026/5/12/africas-richest-man-plans-new-mombasa-oil-refinery-why-this-matters It turns out, Dangote prefers Kenya's Mombasa port. He said, it can still work. Tanga port can still be the exit port but the crude oil can be transported from Tanga to Mombasa by sea and be refined in Mombasa then transported back to Uganda through Kenya. Kenya already has a refined oil pipeline that goes up to the border with Uganda. Just last month, Kenya allowed Uganda to buy 20% shares of Kenya pipeline company. https://www.kenyans.co.ke/news/121871-ruto-explains-how-uganda-secured-21-stake-kenya-pipeline-company So it's not true that Uganda plans to build a refinery alone. It is the same Refinery. Kenya, Uganda and Rwanda agreed to be joint investors in the refinery. Dangote will be the anchor investor but the three countries will also be shareholders. It's the location of the refinery that is the issue. I do not think Tanzania will buy shares for reasons you have already stated in your comment so I see no reason to still have the refinery in Tanga. ------- The pic is the proposed Lapsset project. Specifically oil projects. The vision was to import crude oil from South Sudan oil fields, refine it in Lamu then store some in Kenya, export some to Ethiopia and some to the international market. This plan was proposed before Uganda discovered oil.
