I think until the security issues in the country (particularly kidnapping issues) are completely resolved, all Fulani people should not be allowed in any state that is not theirs, especially if the Fulani elders and leaders are refusing to speak against the evil being committed by their people.
Perhaps everyone should actually just go back to their region for now until we can live together peacefully again (or we go our separate ways permanently if peaceful coexistence is not feasible).

The security situations in the country justifies suspecting Fulani men with huge sum of money in cash as a possible kidnapper.
They just need to interrogate him properly to know how he came about that money. What business does he do ? Simple.
