Sharia is enshrined in your Constution, and it allows Islamists to kill kafirs and unbelievers(Islamists can invoke Taqfir against their fellow Islamists as reason to murder them). Kafirs are second-class citizens, and murder is not considered a crime in Islam. Since Sharia is covered, they do not commit a crime by their acts against people.
