Each side is just doing enough to discourage full outbreak of hostilities. The US president requires the full approval of the congress before going into all out war. Seeking such approval and not getting is a political disaster. That is why they are just doing enough to make the Iranians cave and bend to their wishes.

Same way the Iranians are just doing enough to discourage the US from attempting full invasion. They are making them realize there is a cost implication in that as well. Just like a Lion and a pack of dogs. Everyone knows the Lion can defeat the dogs, but when the cost of victory seems too much, the Lion will simply use posturing to achieve its objectives.
