What the role of traditiona ruler?

Does his role include stopping terrorists? Does he control the security architecture of the state? Traditional rulers are largely custodians of culture and religious practices. The instrument they have to foster peace is nothing beyond mere speeches and counsels.

To blame traditional rulers is to excuse the failed elected leaders. Redirect your blame to the appropriate authorities.
